Referring to our conversation re seven (7) mail
bags ex the Swedish steamer "Japan" which mailbage, addressed to the Post Offices in Shanghai and Japan, were handed over to the care of the Captain of the said steamer by the Swedish Post
Office in Gothenburg, and being without any official information
as to the rules and regulations now in force and referred to by
you, I hereby, on behalf of the said Captain, beg to protest
against the above mentioned mailbags being removed from the S.S.
"Japan" as all the bags were dispatched by a neutral Post
Office on board a neutral steamer, and consigned to a neutral
port in China and to ports in Japan.
As the said Captain is responsible for mails taken on board at Gothenburg, I herewith have the honour to
request you to be good enough to furnish this Vice Consulate
with a statement to the effect that the General Post Office
here ordered the mailbags for China and Japan to be handed in to the General Post Office for the purpose of having the bags
opened and the mail censored,
